Use of coercion

Decide what is the main aim: 1) To investigate and clarify a criminal offence, or 2) To aid or carry out a decision in conjunction with the immigration laws.

'The foreigner refuses to co-operate' or 'there is reason to suspect...'
To be evaluated in each individual case. See Norwegian Immigration Law § 106 a.
